Abnormal Loading Guidelines TRH11
Concargo (Pty) Ltd Project Division, as the service provider, is expected to make a comprehensive study of the existing THR11 and gather information on existing practises in processing and issuing permits at all the provincial abnormal loads permit offices. A brief study and information gathering of similar guidelines and practices in other countries (within Africa and Overseas) is also required. The service provider has to also gather and analyse information and inputs from all the industry stakeholders (consignees, consignors, hauliers, manufacturers, industry associations and interested stakeholders/parties).
Where a vehicle or load cannot be dismantled, without disproportionate effort, expense of risk of damage, into units that can travel or be transported legally, it is classified as an abnormal load.
When the movement of an abnormal load is considered to be in the economic and/or social interest of the country, an exemption permit may be issued to allow a vehicle(s) transporting such an abnormal load to operate on a public road for a limited period.

Guideline Definition
A guideline is any document that aims to streamline particular processes according to a set routine. By definition, following a guideline is never mandatory (protocol would be a better term for a mandatory procedure). Guidelines are an essential part of the larger process of governance.
Guidelines may be issued by and used by any organization (governmental or private) to make the actions of its applicants or users more predictable, and presumably of higher quality.
